Here are a few good places to start (in order of effectiveness): Bjørn Lomborg's Copenhagen Consensus team of star economists (which includes five Nobel laureates) has just finished ranking the most "tackle-able" and important problems in the world; an analysis that of course is done on the margin: where can the world get the most bang for its buck? According to law professor Michael Stokes Paulsen (fellow Balkinizer), the OLC lawyers who concluded that waterboarding is not "torture" did a bang up job.
