Department of Public Safety staff promised to prepare an agenda item to end the contract (which requires 90 days notice) at the next Commission meeting in August.Chairman Allan Polunsky, in particular, was frustrated that a contract paying the vend0r $12 million per year over the last three years - up from $4 million the first full year it was issued - had been renewed recently for a five-year term without the PSC ever being notified or taking a formal vote. Clearly, between pushing drivers license checkpoints and pursuing REAL ID changes without legislative authorization, somebody at DPS (apparently the chairman, Allan Polunsky, in particular) thinks the agency should take over federal immigration enforcement, perhaps becasue the Governor is unhappy with how the feds are handling things. While the final result didn't include all the changes I might prefer, the commission was extraordinarily responsive to public input and the final rules are nearly as strong as I could have hoped for when this blog petitioned the agency for rulemaking last summer.I should also take this opportunity to say "thank you" to Amanda Marzullo and the Texas Fair Defense Project who worked with me on this endeavor every step of the way, not to mention all the Grits readers who submitted… [read post]
