What had started as an I+-60 (Inmate Request to Official) in 1994 to SOTP director Judy Johnson had become a regular barrage of requests every 18 months for a decade and numerous letters to other officials, protesting the fact that prior to decisions in about 2002 an inmate could be released to parole before the end of his sentence, but he was not allowed into the SOTP until the last 18 months of his sentence.
