Guy Pratte, the independent lawyer leading the inquiry into a Manitoba Court of Queen’s Bench Associate Chief Justice Lori Douglas has resigned, leaving the Canadian Judicial Council scrambling to find a replacement for him at the controversial proceeding.Norman Sabourin, executive director and senior general counsel of the CJC, would not comment on Pratte’s reasons for resigning, saying only that the hunt is on for an immediate replacement. The independent counsel in the Canadian Judicial Council’s proceedings against Manitoba Court of Queen’s Bench Associate Chief Justice Lori Douglas has until tomorrow to file the notice of allegation against her.Guy Pratte, the lawyer acting as independent counsel, was to submit the notice of allegations by May 25 with Douglas’ response to it due by June 1. The Canadian Judicial Council has appointed a new panel to continue the inquiry regarding Manitoba Associate Chief Justice Lori Douglas.The Chairperson of the Judicial Conduct Committee has designated the Chief Quebec Superior Court Justice François Rolland will be the new committee chairperson and Supreme Court of British Columbia Associate Chief Austin Cullen, and Stewart McKelvey partner Christa Brothers from Halifax will round out the panel. Manitoba Associate Chief Justice Lori Douglas’ odyssey with the Canadian Judicial Council appears to have come to an end.The panel investigating Douglas has agreed to a settlement that sees the judge voluntarily retiring in May.Led by Quebec Superior Court Chief Justice Francois Roland, it agreed this afternoon that in light of that decision, proceeding with the hearing into her conduct is not in the public interest.
