I understand Barr’s argument as essentially saying that, even though Americans are highly dependent on a vulnerable digital infrastructure that encryption helps protect (more on that later), in order to have a functioning civil society, we should not tolerate “law-free zones” where encryption facilitates and protects a wide range of threat actors and imposes huge costs on public safety officials, crime victims and society in general.
