Now he's bailing out, apparently, leaving the agency's considerable problems to a management team that possesses little juvenile justice experience.Ward quoted Whitmire and Madden saying the agency wasn't ready for its conservatorship to end, but Owens hasn't really been calling the shots there for many months.I'm not sorry to see Ed Owens go, but he's dead wrong that the job of reforming the agency is not complete.
