As Corey Brettschneider and I argued in the New York Times and also in a post here after oral argument, and as Caroline Corbin wrote in a leading article and Mike Dorf has also contended including in a persuasive column yesterday, specialty license plates are best seen as mixed speech – they are approved and owned by the state, but they can only be displayed if drivers select and pay for them.
