If a court enters a default judgment against a deployed parent, the court must, upon application by the parent, re-open the judgment to allow the parent to defend the action if: 1) the parent was materially affected because of his or her military service in making a defense to the action and 2) the parent has a meritorious or legal defense to the action or some part of the action.
