America will play the song about "just a few bad apples in the barrel" whenever an abuse scandal gets exposed, either domestically or abroad, but the cover-up of such abuse is more the routine response.Theoretically, torture and abuse is totally outlawed by America's Constitution, but some of the nice words in America's Constitution hold little power anymore, despite how often people quote them.
