The alternative, of course, is for Google to stop using users’ content for purposes that are not covered by copyright exceptions, or… to start campaigning for the introduction of new copyright exception that allows the use of user-generated content, e.g.,  to “improve their services” [the purpose of the free exclusive licence contained in the terms of use, according to Google’s T&C’s].
