There was a time, early in the history of the Canadian Charter of Rights, when all the soon-to-be Canadian constitutional law profs flew away to do graduate-level work at American law schools; naturally, if and when they came back, they cited a lot of American law and scholarship, and this reflected itself in the product of the Canadian legal journals and courts.
