There is an important difference between recess or adjournment and prorogation and between dissolution and prorogation: in the case of recess or adjournment, parliamentary business continues, while in the case of prorogation and dissolution, business ends and any matters still on the order paper die, including bills that have been enacted but have not received royal assent, and neither committees nor members can engage in parliamentary business.
