I'm sorry, this is poor writing on my part, but he literally "wrote the book" on CEQA as he authors the chapters on “CEQA” and “Subdivisions, Land Use Planning, and Approvals” of the Miller & Starr California Real Estate 3d treatise, which has been cited thousands of times by judges in the California Courts of Appeal and Supreme Court.
