Granted the timing of the Ex-Im Loan is a bit of a "coincidence" (although it was several weeks before the CVD prelim), but I really, really suggest we apply Occam's Razor here: the Ex-Im loan is likely just part of the typical protect-and-subsidize strategy employed by mercantilists around the globe, particularly those who have targeted industries for extra special treatment (like the Obama administration has with US "green" energy manufacturers).   [read post]
