The Court reinforced that ruling in Hawker v New York (1898), where Justice Brewer wrote in his majority opinion that “it cannot be doubted that the legislature has authority, in the exercise of its general police power, to…bar from admission to [the medical profession] dishonorable men,” giving states not only the power to license physicians but broad discretion in the process.
