 If I understand Jack's perspective accurately, it is this purported U.S. promise of prospective sanctions relief that raises the constitutional question:  How can the President on his own, without either Senate or congressional approval, commit the United States not to impose sanctions as long as the JCPOA is in effect and Iran is complying with its side of the deal, thereby tying the hands of the political branches in futuro?
