It indicates in pretty strong terms that websites can (A) include unilateral amendment clauses in their user agreements, (B) actually take advantage of those clauses without forcing users through a mandatory non-leaky clickthrough for the amendments, and (C) apply the new terms to already-collected content, not just prospectively towards future content added.
