Although we have been advised that A3984 of 2009  (formerly A4342-A of 2008) is not officialy included as  part of the  agreement to reform the Rockefeller Drug Laws as incorporated in Chapter 56 of 2009, signed by the Governor on April 7, 2009; it could be a useful source for those researchers in the future compiling legislative histories related to drug law reform.
