In order to provide the benefit of the exemption to advisers who manage funds exempt under 3(c)(5) as well as funds exempt under 3(c)(1) and 3(c)(7), the Rule states that an adviser can treat funds exempt under 3(c)(5) the same as funds exempt under 3(c)(1) and 3(c)(7), and still be exempt.
