Richard Corey of Vallejo was driving southbound on Interstate 5 near El Dorado Avenue around 8 a.m. when he came upon traffic that had slowed for farm tractors being driven on the freeway to bring attention to the San Joaquin Valley's water shortage, according to the California Highway Patrol.
