I think it a big part of it comes down to The Rule of Law.Current Pepperdine School of Law (my alma mater - Class of '84) Dean Tacha, who is a retired United States federal judge and served on the United States Court of Appeals for the Tenth Circuit, impressed me in one of her speeches to alumni at the annual dinner a couple of years about the importance of the Rule of Law.The Rule of Law is what makes a society civil.
