  Finally, as the WSJ notes, all the ILC applications that were pending with the Utah Department of Financial Institutions at the time the FDIC moratorium was put in place were also suspended, other than those by Home Depot (which Barney Frank thinks presents a much bigger problem than Wal-Mart) and Daimler Chrysler, and Utah has not yet accepted Wal-Mart's application.
