The Senate has passed a massive bill, S. 744, that (among many other measures) creates a Registered Provisional Immigrant status allowing the roughly 11 million undocumented foreign citizens in the U.S. to obtain work permits and travel documents as they meander along on a snails-pace trek to citizenship.
