 In a typical CAC, bondholders agree to be bound by a restructuring proposed by a sovereign if a specified supermajority of holders approves the proposal.[4]  But CACs do not completely eliminate the risk of bondholders choosing to “hold out,” and they are generally absent from sovereign debt instruments other than bonds, which prevents them from serving as a comprehensive sovereign debt solution.
