  Congress should pass a bill permitting modification of home loans in bankruptcy, and requiring any bank that has benefited from any of the emergency liquidity or bailout measures to modify home loans for its own borrowers where it is a principal residence, the borrowers bought their home at inflated prices within some period (3 years?)
