The Nation Salvador Licea was arrested for driving with his driver's license expired and now faces deportation because of Secure Communities, a program in which all Texas counties participate. 80 percent of the 118 immigrants McLennan County has transferred into ICE custody since January 2010 who were non-criminals or accused of low-level traffic or misdemeanor offenses.
