 Its long-term plans require the company to deploy significantly more spectrum than it currently holds in a reasonable time horizon (evengranting Milton’s dubious premise that the company is squatting on scads of unused spectrum–remember that even if AT&T had all the spectrum sitting in its proverbial bank vault it would still be just about a third of the total amount of spectrum we’re predicted to need in just a few years).
