The Court of Criminal Appeals concluded that the Board has to disclose the evidence it will rely on; the Board has to allow the parolee to present witnesses and ask questions of the State's witnesses at a hearing; and that the Board cannot impose sex offender conditions on prisoners who were not convicted as sex offenders without explaining its reasons in writing.
