The other 48 states impose restrictions of some sort:  Indiana and Oregon restore voting rights after the completion of a sentence; others, including Minnesota and New Mexico, automatically restore voting rights after an ex-felon completes parole and probation; and 11 states, six of which are in the South, completely prohibit felons from voting after completing their prison sentence and probation or parole.
