This framework allocates regulatory and enforcement authority so as to balance a coastal State's interests in protecting the marine environment and its natural resources with the rights and freedoms of navigation of all States.Apart from the benefits of these substantive provisions, joining the Convention would give the United States a "seat at the table" in the interpretation and development of the law of the sea.
