Four out of five juvenile arrestees are either under the influence of drugs or alcohol while committing their crimes, test positive for drugs, are arrested for committing an alcohol or drug offense, admit to having substance abuse problems, or share some combination of these characteristics, according to the National Center on Addiction and Substance Abuse at Columbia University. Yes, many good substance abuse professionals exist, particularly for helping people end their abuse, but I distinguish the latter from the overlysimplistic approach of lumping in a first-time Virginia DUI arrestee -- particularly when the BAC test result is low or non-existent -- with those with serious alcohol issues.
