Every year the US State Department releases the (only) report about countries that fail to comply with the 1980 International Convention on the Civil Aspects of International Child Abduction (the Hague convention).The Hague Convention is a very useful tool as it allows the quick return of a child to a signatory State who have been wrongfully detained or retained in another signatory State.
