The bureau’s Section 702 querying procedures state that U.S. person queries “must be reasonably likely to retrieve foreign intelligence information, as defined by FISA, or evidence of a crime” — and in one small subset of cases, FBI agents must obtain a court order before viewing the results of U.S. person queries (although to date, they have entirely failed to comply with this mandate).
