In 2009, Congress passed the Afghan Allies Protection Act of 2009 (AAPA), to expand the preexisting SIV program for Afghan citizens, authorizing 1,500 visas annually for Afghan citizens who provided “faithful and valuable” service to the U.S. government or allied forces, and who face “an ongoing serious threat as a consequence of [their] employment by the United States Government.
