The challenge is this: multi-lateralism, in whatever form it takes,  cannot place the periphery at the center--unless, paradoxically enough, it is the metropolis that seeks to center the periphery for reasons  of their own (whether or not those reasons are marvelously good or cynically strategic--it doesn't matter).
