So, the HA 1985 overcrowding provisions should not be read into the bedroom tax regulations - thus ruling out any challenge brought purely and simply on the basis of room size (50 sq ft or 70 sq ft) and yes, 'bedroom' is an ordinary English word and not defined in statute. [read post]
