It's pretty clear from that event that a lot of folks right now are looking ahead to Texas' 2011 corrections budget as a pivotal, rubber-hits-the-road moment for the state's recently launched prison diversion efforts.My argument in the Texas Tribune is that short-term cuts in programs aimed at reducing recidivism could quickly necessitate much more expensive prison building down the line if state leaders aren't careful.
