Environmental groups argue the polar bear should have been listed as endangered, a more dire ESA designation, and that the agency should be clamping down on greenhouse gas (GHG) emissions that are causing the polar bear's decline.In an article published in the Boston University Law Review a couple of months before the listing decision, I suggested that the agency do exactly what it did.
