Private action is more complicated: On one hand, services such as Facebook (and, especially, Google) might perfectly reasonably want to help screen out false news stories, just as a service to their clients, most of whom would presumably prefer seeing true stories instead of false stories; indeed, the job of various news services is to do precisely this.
