  At one time, when Congress had many conservative but principled Republicans such as Bob Dole, Richard Lugar, and Bill Emerson, this clearly would have been true:  those leaders would cooperate on meeting genuine needs but fiercely refuse to deal with anyone they regarded as acting in bad faith.
