If they encounter information that "requires referral to subject matter experts to determine whether the information is relevant to the laws enforced" by Customs and Border Patrol agents, they can send a copy of the information to an agency or entity to obtain such "subject matter assistance" if they have reasonable suspicion "of activities in violation of the laws enforced" by Customs and Border Patrol Officers.
