I am pretty well versed on the Illinois Code of Professional Responsibility and the Supreme Court Rules and I've yet to find the provision that says lawyers must wear neckties or wingtips, and my review of the law is that the lawyer's appearance was sufficient, especially in a blizzard and under the conditions noted.
