A registered sex offender in Los Angeles County was caught after allegedly peering into a private residence and masturbating while looking at a 15-year-old girl. 29-year-old Luis Cedeno resides in Long Beach, California, and he is listed in the Megan’s Law database for sexual offenses of more than one count of indecent exposure, and annoying or molesting a child under 18 years of age.
