 Whether Obama's policies have increased the cost of doing business in the United States is far more important than, for example, whether Bain Capital helped a few companies outsource certain business operations to other countries or whether some stimulus dollars were spent in foreign countries, because such policies actually can encourage - or even force - businesses to locate certain operations and jobs in more hospitable jurisdictions.
