As detailed on this blog many times, it's not difficult to envision a handful of basic policy changes that would depopulate TDCJ enough to close perhaps 6 to 10 of their 112 units in the near term, shifting resources to (much cheaper) community supervision and front-end diversion to compensate for reduced incarceration.
