The Philadelphia Inquirer reports that on Thursday Philadelphia City Council unanimously passed Bill No. 140720 (full text) which provides an additional penalty of up to 90 days in jail and a $2000 fine where any of several crimes are motivated by hatred toward the actual or perceived sexual orientation, gender or gender identity, or disability of the victims.
