The situation was explained to me by a Circuit Judge who sits on a Parole Board; he said that only about a third of prisons had the resources needed to decide whether a prisoner was safe to release, and that prisoners who had passed the fixed part of their sentence would be pretty fed up if bureaucratic delays left them lingering in prison.
