  The whole point of the John Doe summonses is that the Treasury does not, in most cases, yet know the names, account number or other identifying information of those who have successfully created hidden Swiss bank accounts, so the requirement to  provide identifying information is a generally insurmountable hurdle to breaching the dam of banking secrecy.
