I guess part of the deal is to save some face for the Port and the city, now that the grand and expensive "urban renewal" plan for that area turned out to be nothing more than an Ikea with a mini-Jantzen Beach Shopping Center attached -- nothing that couldn't have been built if market forces had been left alone.
