According to this report in p2pnet.net, the European Parliament has voted 40-4 in favor of a provision that "restrictions to the fundamental rights and freedoms of Internet users can only be put in place after a decision by judicial authorities (except when public security is threatened)", which would bar the pro-RIAA/MPAA bill restricting ISP's which was rejected by the French Parliament but is scheduled to be resubmitted.
